I suggest that he leave now. It's essential that everyone be on time.
What you'll learn
After certain verbs and adjectives expressing a demand, suggestion, or necessity, the following 'that'-clause uses the uninflected base form of the verb — not the form you'd expect from normal subject-verb agreement or tense.
Common trigger verbs include suggest, insist, demand, recommend, propose, require, and request, each followed by 'that' + subject + base-form verb.
The same pattern follows 'it's' + certain adjectives — essential, important, vital, necessary, crucial — + 'that'. The negative simply adds 'not' before the base verb.
A few subjunctive forms survive only as fixed expressions, unrelated to the mandative pattern above — they're memorized as whole phrases rather than built from a rule.
After a mandative trigger verb like 'suggest', use the base form — not the normal third-person -s form.
The mandative subjunctive stays in the base form even when the main verb is in the past tense — it doesn't backshift like reported speech.
The negative subjunctive is formed with 'not' directly before the base verb — no 'do/does/doesn't' support.
"Did you see the new policy?"
"Yeah — it says it's essential that every employee complete the training by Friday."
"What if someone can't make it?"
"HR insisted that we notify them in advance if that happens."
